The Phayao Provincial Red Cross Chapter, has a main mission to help and provide support for suffering, needy, and underpriviledged people in Phayao. As part of its role in social work, promotion of health and quality of life, as well as humanitarian work, the Chapter has studied and reviewed related data from Phayao Provincial Disaster Prevention and Mitigation Office. Based on the data, a total of 61 houses in the province were affected from fire incidents, 96.70% of which was a result of electrical short circuit. A recent electrical inspection of local residents’ houses revealed that their wiring system was either damaged, or in bad condition due to extended use for longer than 10 years. Without replacement of electrical wires and connectors, this could lead to leakage current, short circuit, or fire incident that threatens lives and properties.
Therefore, the Pahyao Provincial Red Cross Chapter, in partnership with the Provincial Electricity Authority (PEA) in Phayao, the Phayao Provincial Disaster Prevention and Mitigation Office, Phayao Technical College, all district administrative offices, subdistrict headmen, village headmen, and community leaders in the province, has created a project to replace electrical wires and components for 90 lower-income households (10 per district) to reduce risk of fire incidents
Objectives
1. To promote quality of life for lower-income citizens in Phayao whose houses are experiencing damaged wiring through replacement of electrical wires and components for better safety level and prevention of fire incident from electrical short circuit.
2. To encourage cooperation between government, state enterprise, and civil sectors for improved well-being of the people in Phayao Province.
3. To provide opportunities for students to help people in their province by using the skills they practice at shools.
Steps of Project Implementation
1. The Phayao Provincial Red Cross Chapter and district administrative offices conduct a preliminary survey to select houses that require replacement of electrical wires.
2. Request for support from PEA Phayao Office and their district branches in conducting investigation and design of the wiring system as well as estimating the costs for wiring supplies and connectors.
3. Request for support from students of Phayao Techical College, Chiangkham Technical College, and Pong Technical collage in replacing electrical wires for participating housseholds.
4. Conduct procurement of wiring supplies and connectors for replacement at participating households.
5. Report implementation progress and results to the Thai Red Cross Society.
Budget for Project Implementation
1. Wiring supplies and connectors 450,000 Baht
(90 households, 5,000 Baht each)
2. Payment to student volunteer for wire replacement service 180,000 Baht
(90 households, 2,000 Baht each)
3. Fuel expense, vinyl banner, office supplies and other expenses 30,000 Baht
Total Budget 660,000 Baht
